    Hi,
    There are many ways to do that (you can learn more on the Internet):
    1. Use the filter "woocommerce_get_cart_url": Create a child-theme, use this filter in the functions.php of the child-theme
    2. Use HTML/CSS: Create a child-theme, customize the file templates/header/header-style-xx.php, "xx" corresponds to the header style you are using, for example header-style-01.php. Find the HTML of the Cart button, add a similar HTML with the new url, then css to complete.
    There are many other ways, if you can't do it, send the login information of the website and the specific url you want to replace, I will replace it for you.

    Done, I used child-theme, custom code in template/header/header-style-08.php file to replace default cart icon with request-list icon.

    Adding an icon and adding a link is just a simple interface edit (HTML/CSS), we can support you with this because it is intuitive and easy to do.
