1. Use the filter "woocommerce_get_cart_url": Create a child-theme, use this filter in the functions.php of the child-theme
2. Use HTML/CSS: Create a child-theme, customize the file templates/header/header-style-xx.php, "xx" corresponds to the header style you are using, for example header-style-01.php. Find the HTML of the Cart button, add a similar HTML with the new url, then css to complete.
