header edit

Hi,
I would like to use header11 on my new site, but i can not find anywhere how to edit it. It isn't in elementor templates, from them options it seams clickable but nothing happens when i'm click on the picture.
I see that i can set header (but just a few options available) in every page, but i rather use a one time setup for the entire site if it is possible. Interesting, that i setted up the same header11 for more pages, but they showing different submenus.
so:
1; where can i find the header to edit
2; how to setup 1 header for the entire site
