Display/responsiveness problem - pc and mobile version problems

I don't even know where to start and how to describe this problem.
The point is that the theme works badly when it comes to display. On mobiles sometimes it doesn't change its appearance at all and on both pc and phones it looks the same (as the pc version). Sometimes it changes its appearance to the phone version. The problem is that it also changes the display on computers (I mean hiding the primary menu and showing the menu at the bottom of the page - just like in the layout for mobile devices). Then the store on the computer looks like it does on the phone. Sometimes some pages are changed only. Then some of them look like the PC version some of them look like the phone version. And I am talking about the display on both computers and phones. Constantly something sile displays.
Please check it and try to fix it somehow. I am running out of ideas. Until the last theme update everything was ok.
If you manage to fix it then please give hints how to deal with it in the future.
