When I open product catalog for example accessories and under product attributes, we have price, color & size....I can filter the products by those attributes - https://prnt.sc/RjdbUFcXQMRy.

These attributes is generally showing to all the product categories like women, men, maternity...etc.

What if I want to create a specific attribute for certain product category? for example in jeans, I want attribute (filter) of 'fit' (skinny, loose, straight cut). This will just show up in Jeans category not in any category.

The attributes will be shown when you open the products that have the same attributes.
For example, when you click to choose the color is Black. If the product watch and T-shirt have the same attribute, this color with be shown for these products. (or when you click this color, then all products that have the same attribute will be displayed)

So, it depends on the way you import the information for your products. Each type of product has its own attributes, then you will have the appearance as you want.
