Cannot Access or delete or edit and Plugin error 404

Hello ..

i have a sudden problem in theme
everything in wp-admin related to plugins gives me error 404 so i cant install or edit or delete any plugin even modifying anything in the theme using ovic panel ( updating works well ) .. pages, posts and users works well, plugins doesn't work

tried to edit .htaccess
Disabled all plugins using PHPMyAdmin
Saved a new Permalinks
moved from contabo host to digital ocean host with no success

Please help me ASAP
