Where to address or edit "Notice"

Is there a php file or set of styles that I can edit to alter the "Notice!" pop-up?

Both :)
I don't think "Notice!" is even necessary. It would be better if it said nothing for that text.
I'd say #273e77 for the bottom background and #3fa9f5 for top (see attached)
