To show the primary at all page the you have to turn off the Enable Metabox Option on each page. From Dashboard choose Pages>>Edit your page>>Custom Theme Options>>General as the attachment file below

About issue on Terms & Conditions page: From dashboard>>Pages >> edit Terms & Conditions and set full page as the attachment file below.
