Page Builder Not working right

Hello
We are working on building our webstie pages however the page builder isnt working right every time we try to edit the page and then drag / drop the items on the page it drops them into teh wrong location or always at the bottom,
meaing we cant put a title at the top and text below it, can you tell us how to resolve this? as at the minute we cant build or do any pages as nothing will work as we need it to.
ie in the screen shot no matter what you do these 2 will not drag and switch places it just drops it below the header every time, if u drop the same into the box below it puts it at the bottom never in the location u need it.
If i drag it to the location u see on the screenshot it puts it above the header Donde Estamos Ubicados.
