Plugins are getting activated in the production site

Hi,
I tried to install
WooCommerce PDF Invoices, Packing Slips, Delivery Notes & Shipping Labels plugin in the site. It is getting installed but is not getting activated. Last day the same issue happened with WP Bakery plugin too. Can i know whats the issue.
Theme is getting activated in our staging site, but not in production
