theme options -> footer options not displaying purchased theme list

when i am in the Theme Options window -> Footer, the drop down to select a footer displays nothing; i cannot select a footer template that i purchased with the template package.
after researching other tickets, i have also tried going into WPBaker Page Builder Settings -> Role Manager -> Administrator -> Post Types -> checking to enable ovic-footer (and all other post types). this did not solve my issue.
