How do we change the search categories to be product categories not page categories?

Excuse me, I don't understand your question. Could you please explain more and take the screenshot?
I would like to know exactly then will give you the correct answer.

The search categories pulls data from POSTS and we need search to pull PRODUCT CATEGORIES.

I see that you have a few categories but in the Search section, it just shows the categories that have products.
Also, translate the text All categories, I installed the plugin Loco, and you can translate this text in Loco > Themes: https://prnt.sc/wstllr
