I am not sure what you met because you did not provide the screenshot.
But I guess that you cannot edit the Footer Builder page with the shortcode. If that, please refer to this documentation: https://kuteshop.kute-themes.net/documentation/docs/faqs/1-how-to-use-wpbakery-page-builder-for-pages/

If your issue is another, please provide me your admin + FTP access and take the screenshot, I will check for you
