Error installing theme

while installing the TechOne theme at elmstar wordpress it's giving below error.
An error of type E_PARSE was caused in line 1 of the file /home/elmstarc/web/wp-content/themes/techone/functions.php. Error message: syntax error, unexpected '$content_width' (T_VARIABLE)
theme we downloaded for elmstar is having version 1.5.9
WordPress version 5.3.2
PHP version 7.0.33
