Ovic Banner - Effect Banner: None not working (style 02)

In the Home Page (style 02) I have an Ovic Banner (style 02) and set the Effect Banner to None.
Yet the image still shows an animation.
Is that a bug or is the setting not supposed to disable the image animation?
Is there another way to disable the image animation?
