On mobile devices - header setting button does nothing

Working on the Turan theme for my website- the header has a search button, a settings button, and the condensed menu button. The settings button, however, does nothing but pop open a blank box when clicked. Is this a glitch? I see it happens in the demo, too. I see nothing in the documentation about settings button?
