Theme options, widgets and personalization doesn't work

The same problems with a few fresh copy of wordpress:
When i click on turan/dashboard/theme options, then there's an information that "Sorry, you do not have permissions to this site." (img 1)

I can't change widgets. (img 2)

When i want to "personalize" theme, then there's an information: (img 3)
