Visual Composer not showing

I'm following the instruction document and Visual Composer isn't showing up like it should. For example, under the header/footer section, I cannot add any templates as it isn't showing. It is installed and active. I have uninstalled and reinstalled to make sure it's the latest version. I've also cleared the cache, tried a different browser and checked my user settings to make sure the box to disable VC isn't ticked. Thanks
