VISUAL COMPOSER cannot used in header and footer section

Dear Support Team,
I'm currently working on customize Footer, using Boutique theme on local
But strangely, on Home page I can use Visual Conposer but for Hearder and Footer Visual Composer is not available or activated such as guideline.
Can you help me to know how to fix it. I'm not developer touching code is quite hard for me.
