In your case. Did you create your "Product Categories" menu yet? You need to create that menu before. After that you will see "Screen Options". Press that, and tick on "Products Categories" to enable it. You might have to reload the page after you have done this. Now, you can see "Product Categories" on the left side, then you can add and organize your product categories as you would any other menu item.

The problem was Yandex browser. The chrome everything works well. Thanks for the help!
