    I want to add custom html block in attached red highlighted area. Kindly guide me to do so.

    But your "Custom HTML Block" says you can add HTML anywhere you want. There should be a way that we can hook it somewhere as far as my knowledge is concerned there is a hook where we can place this HTML block. Hope you understand!
