Header / Theme Options

My header options aren't all there, and I want to change it up. Why aren't the options visible? I tried it in multiple browsers, and according to the documentation I should have way more options than I currently have (none). Please let me know if I'm missing a file or something, or if you can fix it.

The Header section is now visible in the theme options, but none of the changes I make are apparently being made to the website when I click save.

Thank you, I figured out the problem.

However, I dont have the Footer Options in my theme (Footer 1-7)?
